FOREWORD

The Balkans and Central and Eastern Europe are both a wager to be won and a challenge not to be given up.
Since the end of its forced post-war isolation, this area is indeed a node of strategic interests and activities.
Against this background, several Italian universities and organizations together with the UNESCO Chair “Peace, cultural development and cultural policies” have joined together to organize the third edition of the International Master in “Planning and Management of Co-operation and Training Activities in Central and Eastern Europe and the Balkans”.
The Master’s objective is to offer an extended training course to public and private groups who are committed to planning and management of economic, scientific-technological, educational, cultural and humanitarian co-operation in Central and South-Eastern Europe.
The course offers both a theoretical understanding and an in-depth knowledge of the key elements of these cultures and societies. The Master will take place in North-Eastern Italy, which shows great interest in economic, political and cultural exchanges with this area.




HOW

The Master includes a classroom phase and a stage.

Working languages are Italian and English.
The classroom phase consists of the following 9 areas:

Area 1 Foreign Language
Area 2 History, Territory and Society
Area 3 Art, Culture and Religion
Area 4 Economics, Infrastructures, Organization of Productive Systems and Legal Instruments for Trade and Business
Area 5 Structural Funds, EU Funding and Regional Co-operation
Area 6 International Co-operation and The Role of Civil Society
Area 7 Political Systems and State Organization
Area 8 Education and Communication Strategies
Area 9 Peace, Human Rights and Cultural Development

Each area includes 30 hours of study.The activities of this first phase will be developed using interactive teaching methods and they will be completed by laboratories, visits to Centres of excellence connected to the subjects studied, workshops with economic, social and cultural leaders and long-distance (also on-line) teaching sessions under tutors' supervision.
The Master includes also an internship, aimed at the development of specific skills and competences. Qualified experiences in national and international organizations is planned (public and private companies, NGOs, Italian and Central and Eastern European local administrations). Internships will be define on the basis of project work proposals agreed upon between the Master Director, students and the hosting organisations.


WHEN
The Master involves 1500 hours of study which begin on January 2006 and end on September 2006.

The classroom phase
The activities of the first phase of the Master last all together 10 (ten) weeks, starting from January 2006.

Internships
Internships will take place after the classroom phase for a total of 12 (twelve) weeks.

Final assessment
The course ends with a final examination consisting in the discussion of both the report on the project work of the internship and the fundamental notions presented during the first phase.
The final examination will take place in September or in November 2006.



WHERE

The course will take place at the University Campus of Portogruaro (Venice), city on the border between Veneto and Friuli Venezia Giulia Regions. The Campus is provided with library, multimedia halls, internet access and video-conference hall.
The internships can be carried out in Italy or abroad, expecially in Central and South-Eastern European countries.

THE MASTER DEGREE
The Master degree is awarded jointly by the University of Padova and the University of Trieste.
The value in terms of academic credits of the Master amounts to 60. The Faculty of Education of both Universities will acknowledge these credits in their specialized graduation courses.



FEES

The fees for the Master are € 4.000,00.
Applications must be submitted by mail, fax or e-mail to the secretariat of the University Campus of Portogruaro (VE).
Scholarships are available.




ELIGIBLE CANDIDATES
• graduates interested in developing specific researches and entrepreneurial skills in the planning and management of services in Central and Eastern Europe and the Balkans;
• professionals of small and medium size enterprises, in the industrial, agricultural and service sectors, which are already present in the area or which are interested in starting new trade relations;
• officials and volunteers engaged in international co-operation projects through public organizations and NGO's;
• people from the sectors of education, communications, education and training management, cultural heritage and cultural activities;
• officials from local, regional and municipal bodies and State central administration.


ADMISSION

The prerequisite for admission to the Master is an individual interview, as a maximum of 30 participants will be admitted (numerus clausus). Admission criteria are: a university degree and an adequate developed knowledge of English and Italian.
Applications must be submitted by November 3rd 2005 at the Secretariat of the Master.
A board of examiners appointed by the Master Managing Committee will verify the eligibility of applications. The interviews will take place in Portogruaro in November 2005.
Past education and professional experiences, the command of the two languages of the course and specific capacities of candidates will be taken into consideration.
